Director of Strategic Initiatives and Public Safety Technical ServicesDescriptionThe Director of Strategic Initiatives and Public Safety Technical Services at Brown University is a senior leadership role within the Department of Public Safety (BUDPS), which is dually accredited by CALEA and RIPAC. This position is key to developing, executing, and improving strategic initiatives aligned with departmental and university goals. The Director oversees the Technical Services Bureau to ensure efficient operations supporting BUDPS's mission to maintain a safe campus environment.As Chief Strategy Officer for public safety technical services, the Director guides long-term planning, technology integration, and operational optimization across BUDPS. The role involves collaboration with senior leadership, university stakeholders, and external partners to develop policies, procedures, and technological solutions that address evolving public safety needs.This position reports to the Deputy Chief of Police/Executive Officer, with a dotted line to the Vice President for Public Safety and Emergency Management. It collaborates extensively with the Office of Information Technology Public Safety team (OIT-PS Tech), managing critical systems such as IMC CAD/RMS, 800 MHz radios, mobile data terminals, and other law enforcement technologies.Requirements

  • Major Responsibilities:Strategic Planning and Development:
  • Lead the development and execution of BUPD's long-term strategic goals, aligning with university priorities.
  • Collaborate with leadership to identify priorities, assess performance, and implement improvements.
  • Monitor trends in public safety, law enforcement, and technology to inform decisions.
  • Provide updates on initiatives, performance metrics, and outcomes to leadership and stakeholders.Technological Leadership and Integration:
    • Advise on technical matters, guiding innovative technology adoption.
    • Lead the integration of new public safety technologies in coordination with OIT-PS team.
    • Oversee system implementations, upgrades, and troubleshooting for seamless operation.
    • Promote cross-departmental collaboration on technical strategies.Operational Management:
      • Oversee daily operations of key public safety systems.
      • Manage system maintenance, security, and performance.
      • Supervise staff including a program manager, dispatch supervisor, dispatchers, and officers.Technology Integration and Innovation:
        • Coordinate with OIT-PS to implement technology solutions that enhance efficiency and compliance.
        • Assess system performance and recommend improvements.Data-Driven Decision Making:
          • Analyze and report on departmental metrics and outcomes.
          • Present performance reports to leadership and stakeholders.Policy and Compliance:
            • Ensure policies and systems align with industry standards and legal requirements.
            • Oversee compliance with regulations and data security.
            • Act as liaison with external law enforcement for data sharing and coordination.Qualifications
              • Bachelor's degree in relevant fields (e.g., management, public administration, criminal justice).
              • Minimum six years in public safety or related fields, with experience in strategic initiatives and technology.
              • Experience managing projects and teams.
              • Knowledge of public safety technologies.
              • Strong communication, leadership, and strategic skills.
              • Experience in policy, compliance, and crisis management.Preferred qualifications include a Master's degree and experience in higher education law enforcement.Additional Responsibilities
                • Manage a budget of approximately $250,000.
